iPhoto migration stalling on iPad Air

Hello and thank you in advance for helping me resolve this issue. Ok, so---

I follow the instructions "To migrate your iPhoto for iOS data to Photos, tap the iPhoto app. When you do so a "Migrate data from iPhoto to Photos" dialogue appears. Tap Migrate to start the migration process…When you start the migration process, Photos opens and a progress bar appears."

Everything is correct up until " and a progress bar appears."

It does not appear.

After opening photos, iPhotos just quits and no migration takes place and because of the pop up migration window that blocks you from iPhoto entrance until migration is complete I can't see if anything did migrate and if there's anything worth saving if it hasn't.

I can't find any solutions anywhere.

It worked perfectly on my iPhone 6+ but my iPad air does nothing after opening the photos app.
