I am in Mexico and can receive emails using Apple email system but cannot sent any emails unless I use my IP web mail system Any suggestions?

When you say 'Apple email system', do you mean a @mac.com or @me.com email account? or using Apple's Mail.app application?
The symptoms (and solutions) for each are very different.

It's likely a configuration problem. What does Window -> Connection Doctor tell you?
Apple 'Network' says all is fine and operative. Could problem be at the IP server? Not familiar with Apple email set up on Apple email app.
I assume I don't have Win Connection Doctor with Mac OS10.8.5.
I think you misunderstand.
In Mail.app's Window menu is an option 'Connection Doctor' (I don't know how these translate into non-English systems if you're using one).
This will test the connection to all configured mail servers and report any problems.
Got it and Connection Doctor shows all internet connections are okay. Any other thoughts? Appreciate your assistance.
So what happens when you try to send mail?
Do you get any kind of error message?
Does it appear to send, but never appear in the recipient's mailbox?
Does it sit in your out box forever?
Something else?
1. No error messages
2. Appears to be sent (can hear mail sending sound) but never is received by recipient
3. Never makes it to the 'sent' mailbox
