Q: Shortcuts, return after deletion

I'm using iOS 8.1.3

is there anyway to stop deleted shortcuts returning?? This is an old problem but is there actually a way now you can stop these bloody annoying shortcuts coming back and in duplicate as well. This is simply ridiculous and driving me mad and I know I'm not alone!

is there a permanent solution??

shortcuts in settings, so you only need to type a few letters to add a sentence ect.

They delete ok only to come back from the cloud and are added again. I want to delete them permanently
