I do not have an option to add a credit/debit card in PassBook.
I have an iPhone 6 running on iOs 8.1.3. The phone was purchased in the US, and I confirmed that the Language/Region is set to US. Passbook is not listed within Settings.

Verify under Settings on your iPhone and check if on the 4th group of options you can find the option that mentions Passbook & Apple Pay if its there try to setup Apple Pay from that menu, else let me know so I can do some more research and see if I can help you.
I have the same issue. I recently updated my bank CC, so I removed my old card from Passbook. I updated my iTunes billing information to reflect the new card. Downloads from the App Store were successful. I reopened Passbook, but it doesn't offer me the option of adding a credit or debit card. It only allows me to scan bar codes or QR codes. Furthermore, Apple Pay and Passbook are completely missing from my settings! Using iPhone 6 Plus, on iOS 8.1.3
I also have the same issue, apple pay/passbook is missing from the settings and in Wallet It will only let me add a bar code for rewards cards, but not a Credit/Debit card. Please help.
