Hold down the option key and select the Wi-Fi menu in the menu bar. What values are shown for the following?

              PHY Mode

              Channel

              Security

              Signal/Noise or RSSI

              Transmit (or Tx) Rate

Please do not post the BSSID, as that information is private.

Now hold down the option key again and select

               ▹ System Information... ▹ Network ▹ Wi-Fi

Compare the two-letter Country Code with the ISO code for your country. Does it match? The code X0 means that the country couldn't be determined. The code X3 means South America, not otherwise specified.

Both of them are showing U.S.

Also when I test my download speed on Speedof.Me I am at 38 kbps ......and yes I said that right.

The noise level is too high. If you have that all the time, on all networks, the internal Wi-Fi antenna is disconnected or there's some other hardware fault.

Make a "Genius" appointment at an Apple Store, or go to another authorized service provider. You may have to leave the machine there for several days.

Back up all data on the internal drive(s) before you hand over your computer to anyone. There are ways to back up a computer that isn't fully functional—ask if you need guidance.

If privacy is a concern, erase the data partition(s) with the option to write zeros* (do this only if you have at least two complete, independent backups, and you know how to restore to an empty drive from any of them.) Don’t erase the recovery partition, if present.

Keeping your confidential data secure during hardware repair

Apple also recommends that you deauthorize a device in the iTunes Store before having it serviced.

*An SSD doesn't need to be zeroed.

I took it into the Apple Store about an hour ago and connected to their wifi.....It was embarrassing how fast my computer was going. Lol. He couldn't do anything for me because it was working above average. It has to be something with my router or comcast.
