Q: Trying to reset iphone 4 only get spinning wheel after the reset loads

I am trying to reset my daughters iPhone 4 all content and settings to factory new.  It recognizes that I am resetting it, goes to apple loading bar screen then screen goes black with spinning "processing" wheel.  Cannot shut off, or do anything else.  How do I fix this and reset this phone?

    If the iPhone is stuck on the spinning gear icon after erasing the content for an extended period of time, then I'd like you to please reset your iPhone by following the directions below.  Please note that depending on the amount of data on the iPhone, it can take a longer time to erase, thus seeing the spinning gear.

     

    When you select to "Erase All Content and Settings," the process can take from a few minutes to several hours. The time this process takes will vary by iOS device
