has anyone used apple pay wallet to pay for a car, I have been told to deposit funds into a german bank in spain for a car.
Told by whom?

That is a scam. It is an email or something that you received? I read of this one once before here on the ASC. Do not follow any of the instructions, it appears to be a phishing attempt, where you scan the Apple pay and then call Apple to have them release the funds. Nothing legitimate about it at all.
Scam all the way, no Apple pay outside of USA, & it's only for in person purchases at Brick & Mortar stares with a device that can read it.
