I want to use online iTunes. I mean to say instead of downloading and installing on system I want to use it with my Apple ID - Software as Service using cloud solution. Is there any such privilege available from Apple?

Currently they do not have an option to purely run iTunes online. You can use iTunes Match which will keep all of your songs on Apple's servers and available to you on any iOS device or any machine with iTunes but it still requires that you have iTunes installed. Basically it will just allow you to not have to download the songs to every device.
