If you are using Safari for Windows, then its a very very old browser that is no longer supported by Apple on Windows computers. You should not be using it on Windows at all.
Do as the message recommends and get a new browser. Windows 8's Internet Explorer should work fine.

Yup. Safari for Windows is very old. Either use Internet Explorer which is built in to Windows or a different browser like Firefox or Chrome.
