If I create a new apple ID, can I change my icloud to the new ID and keep the old ID for itunes? I want to allow my children access to Itunes but not i-cloud.

Hi,
You can't change the Apple id that you use for iTunes match. You would use this Apple id for your iTunes store purchases. (Ps you can't use family sharing with iTunes match.)
If you are referring to iCloud storage, you can set up a separate Apple id.
