Can an iPod touch 4th Gen run App Store apps?

Hello!

I'm thinking about buying a refurbished iPod touch 4th Generation (in white, 32 GB) for my kid. http://store.apple.com/xc/product/FD058LL/A?cid=mail%20share

Anyways, she wants to download some apps onto her iPod. However, when I go to the App Store on my iPhone and look at Twitter, for example, by "Compatibility" it says "Requires iOS 7.0 or later."

I know that an iPod touch 4th Generation is stuck on iOS 6. Does this mean it would not be able to download and apps like Twitter that say "requires iOS 7 or later"?

I just want to be sure before I purchase.
