"Force Quit Applications" dialog won't hide

From time to time I find I have to force quit an application. It works fine, but then I can't get the Force Quit Applications dialog to go away. Clicking the red + button in the upper left doesn't do anything, nor does trying to hide it with option-h.

Since this dialog is always on top, the only option I have is to drag it down to the bottom of the screen. It only goes away if I logoff or reboot.

I searched Google and this forum and couldn't find anything specifically about the Force Quit application itself. Nor could I find it in the Activity Monitor, though that may be because it has an unintuitive process name. Any suggestions?

Control-Option-Escape should close the window (Command-Option-Escape to open) but I confess to not understanding why the red close button doesn't work...................BTW, the window cannot be hidden as it's coded "always on top".
