video and note taking on iPad

W are education K-12. We currently have iPad 2's. The request is, how can we watch a video and take notes on that video at the same time on the same device.

Has anyone out there been able to find an app that can do this?

I understand iTunes U can do this however I was hoping to be able to annotate PDF's also.

Any feedback is welcomed.

Thank you
