What happens to the devices that don't have iOS 8? My son has a generation 4 ipod that can't update to this.

How can he be involved with our apps?

iPod touch (4th generation), Windows 7

Not always a good thing to hear, but your son would need to have an iOS device that supports iOS 8 to be able to use Family Sharing to share apps and other purchased content. For more information, take a look at the article below.
