Q: iCloud photo library sync issue (iOS8.1.3)

Since my iPad and iPhone have upgraded to iOS8.1.3, their pictures never synced despite that they had been uploaded to iCloud. The synchronisation worked under iOS8.1.2 and I have not changed any setting on my iOS devices. Any solution?
