she cant use it as it wont go any where it has a few things
on it but you cant go on internet or anything.

What happens when you try to go on the internet?
Ethenet cable or wifi?
and it appears to have a lock on it im wondering
What does it look like? What can you not do?

pc was given to my daughter it has passwords on it that i need to remove to use it.
also how would i delete the operating system and reinstall without the disk that comes
with the computer . thanks in advance

Maybe your are getting the firmware password? Do you see this image?

Remove one memory stick. Then do as BD suggests.

You cannot restore without cd/dvds. This isn't as big of a deal as Windows. Mac OS X is a lot more secure than Windoze, so there isn't that much to worry about. See above for one way to acquire discs.
