MacbookPro Late 2011 problem video

Dear Apple Expert,

My MacbookPro Late 2011 has video issue, I took it to apple service provider they said must replace mother board to fix this issue and it would cost around $700 due to my apple care has been expired about 2 months. $700 is very expensive so I asked my friends, they know someone who can solder it with cost 100$, so I decided to let them solder it, but it still cannot solve the problem till now.

Until these few days I've got a news in Apple.com about MacBook Pro Repaire Extensiion Program for Video Issues http://www.apple.com/ca/support/macbookpro-videoissues/ I am very happy to see it so I took my MacBook Pro to Apple Authorize Service in Phnom Penh Cambodia, they said let them to diagnosis. They just mentioned if I had someone repaired it, Apple will not cover the replacement.

Please anyone help me, Apple should responsible this issue though it had been soldered if not I really lost my confident in Apple. To continue my work I had already purchased another retina late 2013, so I have spent more about $ 2000.
