Mac Pro early 2008 - No video

I have a Mac Pro 2008 tower that basically is giving out no video.

I've tried other graphic cards and still had no luck.

I can turn on the Mac, the fans start spinning and it chimes. The front LED is lit white.

Inside the tower there is no Red LEDs flashing. I've pressed the diagnostic button on the logic board and the lights are how they should be.

Really confused to what it could be? Originally I thought it was the logic board but I thought the LEDs would of told me otherwise?

Any suggestions?

Thanks

I've had the same problem with the two identical Early 2008 Mac Pros within the last year. I've used a USB video adapter to confirm that both of them are booting normally. System information doesn't show any graphics card plugged into the PCI-e slots, but I've confirmed that the graphics card is good. I'm leaning towards a bad logic board.
