Unfortunately there is no later version of driver for your iP1700. The 10.51.1 version you have, which was released to support Mac OS X 10.7, was the last version that Canon released.
Checking the supported printers list for the Gutenprint driver package, which is an alternate suite of drivers supporting many different vendors, the iP1700 is also missing from the list. But it is listed as a supported model with the PrintFab driver package, however there is a cost involved in obtaining PrintFab.
Note that your issue is caused by sandboxing and there are some who have relaxed the security on their Mac by changing the sandboxing function, which is not really recommended. Given the iP1700 was released in 2006 and inks for this printer will soon become harder to obtain then I would suggest you look at getting a new printer.
I have found that if you enter the print dialog from a non-sandboxed application (such as TextWrangler) you can change and store print settings. So what I did was create and save all of my print settings while running a non-sandboxed application, and then those settings are accessible from any application.
