i have two device with same iclod logged in (Iphone, Ipad) both with (8.1.x9 version of ios. on my iphone i have 100o picture, but none are synced to ipad.
I did the update of iphone about 6 month later then ipad, no sync what so ever after update of iphone.
i have tried to logg on/off the apple id, toggle picture settings.
iPad 2 Wi-Fi, iOS 8.1.3

You are taking pictures on your iPhone but they are not syncing to your iPad. You are using iCloud but do not state if you are using iCloud Photo Library beta or My Photo Stream.
Please make sure whichever method is enabled on all devices.

Icloud photo library beta on both devices.
on the IPAD it was enabled along time ago, Iphone(source of all photos) got updated to 8.X recently. but photos taken after enabling icloud beta is not available on other IOS devices. BUT on my Mac mini i can see all new and old photos in iphoto from my iphone.
