Can no longer send emails from my 4s

Hi there, I suddenly became unable to send emails from my 4s and though I still receive emails I cannot get into my accounts in settings as they are all greyed out. Is this a problem with the phone and if so what should I do? I have already reset and updated the ios to no avail.

i messaging is also blanking me out.

I have a second question: I tend to send rather long texts for more immediate response than an email and would like to know if there is a counter that keeps track of the character count while texting and if so how to access it.

I'd be most grateful for any help.
