My home screen will default to black and white when tapped 3 times quickly. And then revert back to color when tapped again 3 times. Is this normal or a glitch in the phone?

No the grey scale is not check. So do you think this is a glitch in the phone itself?
No, it sounds like a software problem.
Have you tried restarting or resetting your iPhone?
Restart: Press On/Off button until the Slide to Power Off slider appears, select Slide to Power Off and, after It shuts down, press the On/Off button until the Apple logo appears.
Reset: Press the Home and On/Off buttons at the same time and hold them until the Apple logo appears (about 10-15 seconds). No data will be lost.
If these don't work try using Settings > General > Reset > Reset All Settings
You have Grayscale turned on in Settings > General > Accessibility or in Settings > General > Accessibility > Accessibility Shortcut.

It's unlikely, but how about Settings > General > Accessibility >> Accessibility Shortcut - Invert Colors then?

I tried boot = didn't work
I tried reset all setting = didn't work
I tried the colors and the grayscale settings = didn't work
