my iPhone 6 will not recognize other devices - my iPad 3 - my headphones - to pair with

My iPhone 6 does not appear to recognize any of my devices to pair with. Blue tooth is on - and I have turned it off and on again. I have shut down the phone and rebooted but when I attempt to sync with my iPad or headphones - they do not even appear on the screen in my devices. Thanks,
