Q: NSA PayPal shakedown?

my Safari is hostage to some pop ups from"http://national-01-department-Internet.in"

demanding $500 PayPal submission. I have tried the various posted fixes but none work. Help!!!

iMac, OS X Yosemite (10.10.2)

Shutdown Safari and then hold down Shift key on restart

If that doesn't work disconnect Mac from network and restart Safari then.

I tried the shut down/ restart holding down shift key. No go.
How do I disconnect my Mac from the network? Thanks!

If the connection to network is wired, disconnect cable.

If not, go into System Preferences > Network and turn off Wi-Fi.
