how to delete photo library off iphone 5s

I only have 221 photos saved on my 32 GB iPhone 5s, but in Settings>General>Usage>Manage Storage it shows that 8.9 GB are being used by 'Photos & Camera'!

Of that, 'Photo Library' is taking up 8.8 GB of space and I can't figure out how to get rid of it. I went into iTunes and removed the check mark on 'Sync photos',, then re-synced my phone, but that didn't do it. How do I remove the 'Photo Library' from my phone? That's an awful lot of memory usage for what appears to be nothing.

Thanks for any advice you can provide!

It may help to force close all open apps and restart your iPhone.

Turn your iOS device off and on (restart) and reset

If the space used by Photos & Camera hasn't decreased, the next step would be to restore the device.
