High pitched whine in a mac pro 2007

When downloading a movie or other large file my mac fan seem to whine so loud and is annoying. What would be the first step to reduce the noise?

The first step would be to identify where the noise was coming from.

If you do indeed have the 42lb silver tower Mac Pro (and not a MacBook Pro notebook) the side door can be removed with the power on, as it is not interlocked (but parts inside may be hot enough to burn you).

Using a stethoscope or a solid rod of any rigid material (a dowel, unsharpened pencil, metal rod) place it on various surfaces in the computer and listen by placing the other end near or behind your ear (NOT in your ear). When you are getting close to the source of the noise, it will be much louder.

If you have a MacBook, it does not lend itself to this procedure. But experts who put their hands on these Macs, all day every day, are ready to serve you at the Genius Bar at your Apple Store. You appointment for an evaluation is Free.
