i have an iPhone 5
i recently updated from ios 7 to ios 8.1.3 But! My Bluetooth does not pair with my 2013 vw golf ? Can I start again and go back to ios 7 or is there another fix? Help

Your best path to a solution is to see if VW has a firmware upgrade for their system. Unfortunately, "device" manufacturers bear the responsibility of maintaining their compatibility with iOS, not the other way around.

You cannot go back to iOS 7. Apple does not support a downgrade path. If you do a search of the forum, you will find more entries about VW pairing issues that have been traced back to the vehicle. As OldGnome said, contact your dealer about upgrades.
A quick check at http://knowyourvw.com/bluetooth/ seems to indicate that you should not have a problem connecting with the latest phones.
That implies the latest iOS shouldn't be a problem.
Have you removed the pairing from each end .and recreated the pair
The updated iOS may be identifying itself differently to the previous level of iOS
