II'm new to apple and don't get how the cloud works.
i Have photos on my phone, and got the bigger memory.
do I delete them off my phone and they are still on my cloud or does the bigger memory allow me to save more on my phone

20GB icloud storage is for your icloud backup, not for the physical memory on your phone, that can't be update. You either have a16/32/64 GB iphone.
YOu will need to delete data off your phone to free up physical memory.
No, Think of iCloud as just a remote storage area on the internet. A place where you can store photos or other data you no longer want on the phone or a place to back your photos up to. You can not increase the amount of storage space on the phone.
My phone automatically backs up to the iCloud, photos etc...
if I delete the photos from the "all photos" section of the phone, will they still be on my cloud.
One way to use iCloud to increase space available on the phone is to use iCloud Photo Library beta FAQ - Apple Support but you do NOT delete the photos on the phone in order to gain space. Note the quote below from that link:

I am not yet using iCloud Photo Library as it is still in beta and Apple has not yet released a Photos app for it that is compatible with my Mac computer. I'm giving you the above information but advising you to proceed at your own risk.
