I want to be able to make a portal effect in fcpx and i have the portal part down but i cant get the person to walk in front of the portal with out the portal going over that person. keep in mind i have two shots of the same thing only one is with the person walking towards the wall and one is with out. same goes for where the portal leads, as you know it has to end up somewhere and i need help making it some what realistic.
Can you link us to an example of what you're trying to accomplish?

Let me see if I understand correctly: a person is walking towards a wall that is a "portal" and is supposed to vanish into this portal. Is that it?
You have two almost identical shots, one with the person, one without - presumably you used a tripod, so apart from the person the two shots should nearly match.
If this is what you want, you may be able to achieve a decent enough result without difficulty.
Here are two easy ways you may be able to achieve this:
1) Put the shot with the person above the one without. As the person approaches the wall, turn opacity down on the top clip
2) Put the two shots next to each other on the timeline and use a cross dissolve between them.
You can use the same techique for the people coming out the other side, mutatis mutandis.
I have just created a very quick test of this using my iPhone and the result, while not Hollywood worthy, was quite passable.
It was done in under 5 minutes, and
if I were Steve Martin I might explain how to do this in under 5 minutes :-)

to apply the Portal to scenery, that is simple composit, use the Transform tool to adjust to perspective.
That 'falling' effect is basically same as here described

Film Riot uses AE, but is no rocket science to do it with FCPX.
