How I can upgrade from 5.1.1 to IOS 8.1.3 ?

Go to settings and click "general" from there you would click "software update" and you will click "download software".

I did this step to check download software and told me "IOS 5.1.1 your software is up to date." :-(

This would indicate that you have an iPad 1, which can not be upgraded beyond 5.1.1.
