My iPod touch (4th generation) has been having trouble lately. Even though it's plugged in, it isn't charging the whole time. It connects and disconnects at what seems like random. Is this a problem with the charger or the iPod?

This is a test you can do at home: try getting a cheap usb charger at a supermarket near you.
Then try plugging it it and see what happens.

- Try another cable.
- Try another charging source
- Inspect the dock connector on the iPod for bent or missing contacts, foreign material, corroded contacts, broken, missing or cracked plastic.
- Make an appointment at the Genius Bar of an Apple store.
