Did you also remove them from your Recently Deleted folder? If you deleted them, but did not also delete them from the Recently Deleted album, then they are still on the device.

I have the same problem but I've emptied the deleted folder.
And it is not Photo Stream photos that you are seeing reflected?
Try resetting your device(nothing will be lost): Hold down the Home and Power buttons at the same time and continue to hold them down until the Apple appears (up to 30 seconds). Once the Slide to Unlock screen redisplays, see if the issue is resolved.
If it isn't try syncing with iTunes on the computer you sync with, and uncheck "Sync Photos". See if that clears it up. If it does, then re-sync the photos that you want.

I actually in the end had to reset the iPad to factory settings to clear the problem. I tried this but restored 'my' iPad and the problem didn't go away, I had to set it up as a new iPad for it to work. I am hoping this will also solve the speed problem I have been having which the ishop in Cambodia (where I had been living) just told me it was the incompatibility between an old iPad 2 and the latest upgrade!!
Thanks for posting back with your solution! I know others have reported this same issue, so good to know what worked for you! 🙂
