If you want to use Wi-Fi calling on an iPhone, it needs to be at least an iPhone 5s running iOS 8. Your iPhone 5 does not support Wi-Fi calling.

Wi-Fi calling is available for T-Mobile in the United States. You need an iPhone 5s, iPhone 5c, iPhone 6, or iPhone 6 Plus. Your device needs to be using iOS 8 and have a Wi-Fi Internet connection.

The 5 does not have the hardware to support it.

Because Apple did not include that feature in the iPhone 5.

You are not talking to Apple.

The same version of iOS runs on the iPhone 5 as the iPhone 5s. Therefore, if the iPhone 5 could run it then they would have included it. Apple would have no reason to keep it out of the iPhone 5 if it could handle it.
