The one on the laptop showing how much charge the battery has or the light on the charger which connects to the laptop?

On a macbook Pro. If the Mac battery runs dead, then you have to wait till 1 light is solid on the macbook pro before you are able to power on the Macbook again. Normally takes 20 mins or so to charge it up enough to boot it up.
