can you tell if my iphone is unlocked?

I have an iphone 4s bought online.its previously use on verizon. Then I insert at&t the phone won't read it.then I tired putting my roaming sim card (from Philippines) then the signal sign says "searching" I got the same msg on my note 2 which is globally unlocked. Does it mean that my iphone is unlocked? ?

plus when I go to general settings I see that the phone reads the carrier?
