My wife has a Garmin VivoSmart fitness band that is connected to her iPhone 5. She wants to purchase a wireless (bluetooth) earbuds - can they be connected concurrently via bluetooth. IOS 8.1.3 on the iPhone 5.

Yes, she can. I do it all the time. I have a Garmin Vivofit and use BT headphones at the same time. What you can't do is connect two different BT speakers (unless you're using an special app) or BT heart rate straps.
