I want to setup my 9 year old for family sharing and seperate iTunes account but do not have credit cards

I am unable to setup a new iTunes account / family sharing for my 9 year old as I do not have credit cards, it seems that it is only possible to do so with a credit card, however I feel it is unfair that I would need to apply for a credit card just so that my child can be safe online
