I'm sorry to hear you are having issues with your new iPad. I also apologize, I'm a bit unclear on the exact nature of what you are describing or exactly what you are seeing. If you have a cellular enabled iPad and are having issues activating the cellular data connection, you may find the information and steps outlined in the following article helpful (it is aimed at iPhones, but should apply to cellular iPads as well):

On the other hand, if you are being prompted for an Apple ID and password, the iPad may be Activation Locked, as described in this article:
