If I am out of USA and wish to limit my cellular data usage to 25MB, I plan to turn off cellular data for PHOTO. Will this stop PHOTOSTREAM from sending photos to the cloud until I am 1) connected to wifi or 2)turn cellular data for PHOTO back on? thx.

Lets clear this up for you. The My Photo Stream only uploads when you are on Wi-Fi, with the Camera app closed so it does not upload over cellular data. So while turning off Cellular data for photos will not add any data, you will still want to turn it off just in case you have other things turn on or subscribed to like a shared photo stream.
