Unable to update to the lastest IOS

Hello, I am tying to update my Iphone 4. I am currently running ios 7.1.2. I have tried updating with my phone and with iTunes. Both say that I am up to date. They do not even show an available update. I am located in Oklahoma. My wife has updated her phone successfully. Any advice?
