Help me stop the pop up windows!

Safari and Firefox both are FLOODED with invasive pop up windows! I can hardly move my curser at this point!

It is out of control, and it JUST started a few days ago. I must have downloaded something.

My Safari Preferences > Extensions are noted as OFF

My Safari Preferences > Security > 'Block pop-up windows' is clicked OFF

I have Safari 7.1

and

OSX 10.9.5

What can I do?? PLEASE Help!
