iPad Multitouch Gestures not working

Hello everyone,

I have an iPad Mini 2 running iOS 8.1.3, and the multitouch gestures won't work when I have no recent apps open. The four finger swipe up does nothing. I had it working for a couple of days, however, after a restart, it stopped working. It works fine when one or more recent apps are open, just not when I have no recent apps. I just did a restore as new device, to test it that might be the issue, but even after a clean install, (no content added), the gesture doesn't work when no apps are open.

I have tried an iPad Air 2 at an Apple Store, closed all apps, and tried the 4 finger gesture, and it worked. This worked fine under iOS 7.1.2, so I am not sure what the problem could be (highly doubt it's a hardware issue...
