I have my brothers ipad. Not a techie. I have the the apple account but security information is not available- not even correct date of birth and can't get emails because no password. I bought it for him so not stolen. Just can't use it.
Any suggestions?

Take it back to where you bought it. It appears to be stolen.
If it's your brother's iPad then get him to enter the password.

Your brother needs to unlock it then. If he does not remember his password, he can try to reset it through http://iforgot.apple.com
An Apple Store may be able to unlock it, if you can provide proof of ownership. Usually done with a purchase receipt.
Other than that, there's no way to bypass Activation Lock.
