Bug: Reuploading photos to iCloud Photo Library

Hello Apple Support Communities.

I got a HUGE problem with my iCloud data.

I'm using iPhone 6 8.1.2 and I have 20GB on my iCloud that 16 are already in use.


2 days ago I changed my primary email used on my Apple ID and iCloud.

Because too many request to auth I needed to logout and login with the new email I set.

Everything is fine until I got looking again at iCloud Photo Settings; iCloud Photo Library is off for some reason(it was on before I logged out), and when I'm turning on the option it tells me that my iCloud Data is almost full of photos and videos and I need to upgrade my iCloud storage. Ok so I thought I will upgrade and it won't do any problems- BUT THEN it appears it doesn't recognize the photos inside my ICloud Data and it starting to re-upload all photos(same ones) Consider we are talking here on about 2800+, that ridiculous.
