Can Pandora work on an iPad mini on Airplane mode outside of Wifi?

I'm going on a road trip and plan to use the Pandora app to serve as the radio while I'm traveling. My iPad mini uses Wifi, not the cellular plan. Can I put it on Airplane mode to keep it working or will I not be able to use the app since I'm not in Wifi?

Does the Pandora app allow you to download music into the app? If all it does is allow you to stream music, you will need internet access to get music.

As far as I know, it just streams music. I figured I'd need Internet, but I was just checking. Thank you.
