If I had to guess, based on the lack of information you've provided, I'd say your phone was hacked or jailbroken to unlock it and restoring/updating it has caused it to re-lock to the original carrier.

Probably, but what can I do to resolve this issue because the phone was unlocked but now it's showing the "Hello" on the screen before sliding to unlock it .

You contact the carrier it's locked to and find out what their unlocking policy is. Only the carrier it's locked to can authorize unlocking it.
