iPad locks up when deleting an Appl

When I try to delete an Appl the iPad locks up and I need to shut it down & reboot it to get it unlock. This started after a recent IOS update install. Can I reload the IOS without losing everything.

Reloading the iOS without losing anything would be restoring a backup. Make a backup of the device, then restore to that backup. If that does not help, then restore the device as new, not from a backup, and sync content back individually.
