It seems that this file is being larger after every iPhone / iPad to iMac's Sync .
OK, I understand that its the base data for my iPhoto pictures .
Is it recommend to delete / clear this file from time to time ?

You can delete it any time you want - it is one of the very few items that can be safely deleted from the iPhoto library
It does grow over time and a smaller one will be recreated on the next sync
Of course you MUST always have a good, up to date backup in case something goes wrong
