My ipad2 with original operating system is frozen on one screen. It is the iTunes icon with a USB chord pointing to it.
I have tried to do a hard reset by holding down both buttons at the same time for 30 seconds or more. It does not shut it down.

Your iPad is in recovery mode. You need to connect it to your computer and then restore the iPad using the restore button in iTunes on your computer.
OK….when I click the restore button, it tells me I can only "restore and update" to the latest iOS system. I'm not sure if the iPad 2 can handle the "8…. system. Thank you for any help you can give.
Well, that is what you are going to have to do if you want it to work again.
