Can one pay for all 12 icloud drive upgrade charges (for a given year ) in one lumpsum or must it only be done every month per monthly installment?

Unless you're currently on a yearly plan, it needs to be done each month. Only the people who subscribed to additional iCloud storage while Apple still offered the yearly plans will have one.
